Romanian Company Register Search: Reading the Trade Register
How the Romanian trade register is searched, what it shows for free, what costs money and what a result proves, rule by rule.

The law as in force on 14 October 2026.
The Romania company register is the registrul comerțului (trade register): public by law and kept by ONRC, the National Trade Register Office, in one IT system. Name, legal form, seat, J number, EUID, CUI, status and legal representatives are free to read; a certificat constatator and copies are paid, on request (art. 11 and 12 Law 265/2022, 2022 text).
This guide is for a supplier or customer abroad checking a Romanian counterparty, a founder checking what the public sees about their own company, and a buyer of an existing SRL before due diligence starts. The register is also where a newly formed company first appears, the closing step described on our page on opening a company. The guide explains the register and does not replace it: it runs no search and gives no view on whether any company is safe to deal with.

A register search starts with the paperwork already on the desk.
What is the Romanian company register, and who keeps it?
One national register since 2024
"Registrul comerţului este public": the trade register is public, says art. 11(1) of Law 265/2022 on the trade register, in the 2022 text published in Monitorul Oficial no. 750 of 26 July 2022. ONRC keeps it in an IT system (art. 6(1)). The county offices are the ORCT (oficiile registrului comerțului de pe lângă tribunale, trade register offices attached to the tribunals). In 2024, according to the Government's explanatory memorandum of that year, the 43 databases of the 42 county offices and ONRC were merged into one.
Law 265/2022 repealed Law 26/1990, the earlier trade register law (art. 140(1)(a)), and transposed Directive (EU) 2019/1151 on digital tools in company law, whose EU deadline was 1 August 2021. Law 222/2023 (Monitorul Oficial no. 667 of 20 July 2023) later amended it. Each section below that relies on Law 265/2022 states the 2022 text.
Trade, commercial or business register: one register, several names
'Company register', 'company registry', 'trade register', 'commercial register' and 'business register' all lead to the same place in Romania: the registrul comerțului kept by ONRC. 'Business register' and 'commercial register' are the EU's wording, used on the European e-Justice portal, where the member states' registers are interconnected through BRIS (the business registers interconnection system).
What can you see for free, and what do you pay for?
Law 265/2022 (2022 text) splits the register in two: fields anyone may read free, and outputs issued on request at the applicant's expense.
| Item | Free or paid | Where | Article |
|---|---|---|---|
| Name and legal form, registered office | free | ONRC's website, its online portal and BRIS | art. 12(1) Law 265/2022 |

| Status (starea) | free | ONRC's website, portal and BRIS | art. 12(1)(d) |
| Legal representatives, and whether they act jointly or separately | free | ONRC's website, portal and BRIS | art. 12(1)(f) |

| Certificat constatator (certificate of the data registered) | paid, on request, at the applicant's expense | ONRC | art. 11(1) |
| Certificate that a given act or fact is not registered | paid, on request | ONRC | art. 11(1) |
| Copies and certified copies of filed documents | paid, on request | ONRC | art. 11(1) |
| Tariff for the paid items | set by order of the Minister of Justice, capped at administrative cost | Minister of Justice order | art. 11(7) |
| EU floor through BRIS | registration number, EUID and status free in every member state; fees capped at administrative cost | European e-Justice portal | art. 19(1), (2)(c), (e), (4) Directive 2017/1132 |
The free fields of art. 12(1)
Under art. 12(1), the data of every business on the register are available "cu titlu gratuit", free of charge, on ONRC's website, its online portal and through BRIS (2022 text). Beside the fields in the table, the paragraph lists items such as the website and branches opened in other member states.
The object of activity is the exception: through BRIS it is free only to the authorities of other member states (art. 12(3)), a restriction that art. 19(4) of Directive 2017/1132 allows. ONRC also publishes free legal information on forming a company, in Romanian and in English (art. 14).
Paid on request: certificates and copies
Three outputs are issued "la cererea şi pe cheltuiala persoanei interesate", at the request and expense of the interested person (art. 11(1)): the certificat constatator, a certificate that a given act or fact is not registered, and copies or certified copies of filed documents. The tariff is set by order of the Minister of Justice and may not exceed the administrative cost of issuing the information (art. 11(7)); the order, not the law, sets the figure, so this guide prints no amount.
Public authorities and accredited diplomatic missions receive the paid items free (art. 11(8)), and journalists receive point information free to inform the public (art. 11(10)). The EU adds a floor: Directive 2017/1132, as amended by Directive (EU) 2019/1151, makes the registration number, the EUID and the status free in every member state through BRIS, and caps register fees at administrative cost (art. 19(1), (2)(c), (e)).
Which numbers identify a Romanian company?
J number, CUI and EUID
Every registration receives a trade register number, the 'J number', allocated nationally from the central register and starting again at 1 each year (art. 7(2) Law 265/2022, 2022 text). Beside it sit the CUI (cod unic de înregistrare, unique registration code), the company's tax code, and the EUID (European unique identifier), whose Romanian structure is approved by order of the Minister of Justice (art. 10).
EU law fixes the EUID's elements: a country code, a register identifier, the registration number and an optional verification digit, compliant with ISO 6523 (Implementing Regulation (EU) 2021/1042, Annex, section 9). The registration certificate (certificat de înregistrare) carries all three numbers (art. 110(1) Law 265/2022). How the J number is written, and how older numbers read, is set out on the company registration number page.
| Identifier | What it is | Where it appears |
|---|---|---|
| J number (număr de ordine în registrul comerțului) | trade register number, allocated nationally from 1 each year (art. 7(2) Law 265/2022) | registration certificate; free register field; invoices |
| CUI (cod unic de înregistrare) | unique registration code, a free field beside the J number and the EUID (art. 12(1)(c)) | registration certificate; free register field; invoices |
| EUID (European unique identifier) | Romanian structure by Minister of Justice order (art. 10); EU elements under ISO 6523 | registration certificate; free register field; BRIS |
| VAT code | the code with the prefix RO (art. 318(1) Fiscal Code) | invoices of a VAT-registered company; ANAF VAT register |
| The invoice line | name, legal form, registered office, J number and CUI; an SRL adds its share capital (art. 74(1), (3) Law 31/1990) | every invoice and business document |
Where the numbers are printed
An invoice already carries the search keys. Every invoice and business document of a company states its name, legal form, registered office, trade register number and CUI (art. 74(1) Law 31/1990, text of January 2024). The documents of an SRL, the Romanian limited liability company, also state its share capital (art. 74(3)).
A VAT code is the fiscal code with the prefix RO (art. 318(1) Fiscal Code, ANAF consolidation to Law 170/2026), and the ANAF VAT register confirms by fiscal code whether a company is registered for VAT. The prefix, the number's format and the EU check are explained in the VAT number guide.
How do you check a Romanian company, step by step?
Anyone may take every step below: searching the register, ordering a certificate and reading ANAF's lists are not reserved to any profession. A Romania company search runs from the paperwork in hand to official proof.
Collect the search keys
Take the name, legal form, seat, J number and CUI from an invoice or letterhead; an SRL also prints its share capital, and a VAT code starts with RO (art. 74 Law 31/1990; art. 318(1) Fiscal Code).
Read the free fields
On ONRC's website or its online portal, the name, form, seat, numbers, status and legal representatives are free to read (art. 12(1) Law 265/2022, 2022 text).
Or search across borders
On the European e-Justice portal, BRIS searches by company name or registration number once at least one country is selected.
Check the publications
Registrar decisions appear in the electronic Trade Register Bulletin; a new company's registration extract is also published in Monitorul Oficial al României (Official Journal).
Order official proof if it is needed
When a bank, an authority or a deal asks for evidence, request a certificat constatator from ONRC, at your own expense (art. 11(1) Law 265/2022).
Cross-check the tax side
Read ANAF's inactive register, VAT register and arrears list, and the Ministry of Finance lookup: the trade register shows none of them.

What do the company statuses mean?
Status (starea) is a free field (art. 12(1)(d) Law 265/2022, 2022 text) and part of the EU floor of free data. Art. 3(1)(i) lists the values a company's record can carry:
- In operation
- Dissolved
- In reorganisation
- In liquidation (în lichidare)
- Insolvent (în insolvență)
- Bankrupt (în faliment)
- Temporary interruption of activity: a suspension entered at the trade register.
- Struck off (radiată): the company has been removed from the register.
Temporary interruption has a tax consequence. Inactivity registered at the trade register is itself a ground on which ANAF declares a company fiscally inactive (art. 92(1)(d) Fiscal Procedure Code, ANAF consolidation to OUG 38/2026), so a suspended company also appears on ANAF's inactive list.
How current is the register?
A change (mențiune) must be filed within 15 days of the act or fact behind it (art. 43(1) Law 265/2022, 2022 text), so the record can trail a real change by that long, and longer while the filing is decided and entered. A registration binds third parties from the date it is entered in the register (art. 46(1)). A status read today shows what has been registered so far.

Where are changes, dissolutions and strike-offs announced?
The electronic Trade Register Bulletin
Every decision of the registrar is published in the Buletinul electronic al registrului comerțului, the electronic Trade Register Bulletin, within at most 3 working days, and both publishing and consulting it are free (art. 15(3)-(4) Law 265/2022, 2022 text). The Ministry of Finance sends copies of annual financial statements to ONRC electronically for legal publicity (art. 185(3) Law 31/1990).
Closure shows up in three ways:
- Ex officio dissolution: the list is posted in the Bulletin at least 15 calendar days ahead (art. 237^2(2) Law 31/1990).
- Inactivity dissolutions: since 18 December 2025 the lists also appear on dedicated ONRC and ANAF web pages (art. VIII Law 239/2025).
- Strike-off: a company with no tax arrears is struck off ex officio if nobody asks for a liquidator within 20 days (art. VIII(3)).
Monitorul Oficial
A new company's registration extract is published in Monitorul Oficial al României (Official Journal), and publication is mandatory (art. 16(4) Law 265/2022, 2022 text). The 2022 text names no Part of the Journal for it, and we found no official text that confirms which Part carries it today. The extract names the founders and administrators with their country, town and county (art. 16(2)). Publishing company acts in Part IV costs 152 lei per manuscript page in 2026, VAT included, under Decision 1/2026 of the Chamber of Deputies' Standing Bureau: a tariff the filer pays to publish, not a fee for reading.
How do you order a certificat constatator?
A certificat constatator states the data registered about a company. Any interested person may ask for one, at their own expense (art. 11(1) Law 265/2022, 2022 text); a separate certificate states that a given act or fact is not registered.
What the request needs
The request goes in at the office, by post or courier, or electronically, and comes with a copy of an identity document unless it carries a qualified electronic signature (art. 11(2)). Requested electronically, it is issued as an electronic document with a qualified electronic signature or seal; it can also be issued on paper at ONRC and the county offices, or by post or courier (art. 11(3)), in Romanian. One tax rule relies on it: the Fiscal Code norms accept the certificat constatator issued by ONRC as proof of a company's share capital.

| Point | Rule |
|---|---|
| Who may ask | any interested person, at their own expense (art. 11(1)) |
| Channels | at the office, by post or courier, or electronically (art. 11(2)) |
| Identity | a copy of an identity document, unless the request carries a qualified electronic signature (art. 11(2)) |
| Form of the certificate | electronic, with a qualified electronic signature or seal, or on paper (art. 11(3)) |
| Language | Romanian |
| Payment at the counter | the ONRC and ORCT cash desks stop operating from 15 October 2026 (ONRC announcement, reported by CECCAR) |
| Fee and turnaround | tariff by Minister of Justice order, capped at administrative cost (art. 11(7)); art. 11 sets no issue term |
Paying after the counters close
From 15 October 2026 the cash desks of ONRC and of the county trade register offices (ORCT) stop operating, as ONRC announced and CECCAR reported on its home page. Which channels take their place is not confirmed in that report, so this guide names none.
What does the register show about the people behind a company?
For a foreign founder the question is often what the public will see about them. The 2022 text of Law 265/2022 answers it in three places:
- Who acts for the company: the legal representatives, and whether they act jointly or separately, are a free field (art. 12(1)(f)).
- Personal data shown: name, date and place of birth, citizenship and state of residence (art. 13(1)).
- The Official Journal extract: a new company's extract adds the country, town and county of founders and administrators (art. 16(2)).
The register of beneficial owners
ONRC also keeps the Registrul beneficiarilor reali, the register of beneficial owners (art. 17(1) Law 265/2022, 2022 text), a register separate from the trade register. In the 2022 text its data remain available until 10 years after the company is struck off (art. 18(3)). Access to it has been a question of its own since the Court of Justice of the EU ruled on beneficial-owner registers on 22 November 2022: this guide says where the register is kept and does not describe who may consult it.
How do you check a company's tax standing?
The trade register shows no tax standing. ANAF (Agenția Națională de Administrare Fiscală, the National Tax Administration Agency) and the Ministry of Finance keep their own public lookups, and each has a limit.
ANAF's public lists
The register of inactive or reactivated taxpayers is kept under art. 92 of the Fiscal Procedure Code (ANAF consolidation to OUG 38/2026) and is searched free, by fiscal code or by name. From 1 January 2026 a company with neither a payment account in Romania nor an account at a State Treasury unit is declared inactive (art. 92(1^2)(a)); opening that account is the subject of our business bank account service. The other grounds, and the way back from the list, are in our fiscal inactivity overview.
The ANAF VAT register shows, by fiscal code, whether a company is registered for VAT under art. 316 of the Fiscal Code. The arrears list publishes debtors with outstanding tax obligations (art. 162(1) Fiscal Procedure Code), but only totals above set thresholds appear: 100,000 lei for ordinary legal persons, with data at 30 June 2026. Smaller arrears do not show.
The Ministry of Finance lookup, Informații fiscale și bilanțuri ('tax information and balance sheets'), gives free a company's registration data, its filed declarations and the balance sheets of the last six years, searched by CUI or by name and county.
| Lookup | What it answers | Its limit |
|---|---|---|
| ANAF register of inactive or reactivated taxpayers (art. 92 Fiscal Procedure Code) | whether the company is listed as inactive or reactivated; from 1 January 2026, no Romanian payment account is a ground | a listing, not a tax balance |
| ANAF VAT register (art. 316 Fiscal Code) | whether the company is registered for VAT | searched by fiscal code |
| ANAF arrears list (art. 162(1) Fiscal Procedure Code) | debtors with outstanding tax obligations and the amounts | only totals above 100,000 lei for ordinary legal persons; data at 30 June 2026 |
| Ministry of Finance lookup | registration data, filed declarations, balance sheets of the last six years | searched by CUI, or by name and county |
| ANAF web services | public data from annual financial statements | annual statement data only |
| Certificat de atestare fiscală (tax certificate, art. 158, 160 Fiscal Procedure Code) | the company's full tax position | not public; a third party receives it only with the company's express and unequivocal consent |

The tax certificate, and why it is not public
The certificat de atestare fiscală (tax certificate) is issued to the company itself and to any holder of its shares (art. 158(1) Fiscal Procedure Code). On a share transfer, the seller or the buyer may also request it (art. V(2) Law 239/2025); buying an existing SRL is the subject of the ready-made companies page. A third party receives the certificate only with the "consimțământul expres și neechivoc", the express and unequivocal consent, of the company (art. 160(1)). ANAF issues it within at most 3 working days, and it can be used for up to 30 days from issue (art. 158(5)).
From our practice. On buyer-side checks the same pattern recurs: the register shows a company in operation, while ANAF's inactive list or a late annual filing tells a different story. The trade register and the tax lookups are therefore read side by side, and neither is read alone. Daria Constantin, Company set-up and closure lead
Can you search the Romanian register from abroad?
Yes. The European e-Justice portal is the electronic access point to the interconnected business registers (art. 9(2) Law 265/2022, 2022 text). A BRIS search needs at least one country selected and runs by company name or registration number, and documents that carry a fee are paid online by widely used means such as credit and debit cards (Implementing Regulation (EU) 2021/1042, Annex, sections 11 and 12).
The EU floor applies there too: the registration number, the EUID and the status are free (art. 19(2) Directive 2017/1132), while the object of activity is free only to other member states' authorities (art. 12(3) Law 265/2022). A certificat constatator ordered from ONRC itself comes in Romanian.
The EU Company Certificate, from 2028
Directive (EU) 2025/25, adopted on 19 December 2024, creates an EU Company Certificate, accepted in all member states as evidence of a company's incorporation and of the data it lists. A company can obtain its own certificate free of charge at least once per calendar year; where a price is charged, it may not exceed the administrative cost. Member states adopt their rules by 31 July 2027 and apply them from 31 July 2028, together with a digital EU power of attorney. Until then it is an EU rule with EU dates, not a Romanian service a reader can order today.
Can you download the whole register?
Yes, in snapshots. ONRC publishes the register as open data on data.gov.ro. The latest snapshot seen for this guide is dated 9 January 2026 and was updated on 12 January 2026. It comes as six CSV files: companies, status, authorised CAEN codes, legal representatives, representatives of family businesses, and branches in other member states.
The portal itself shows whether a newer snapshot exists. A single company's record is read through the free fields of art. 12(1) Law 265/2022.
What changed between 2022 and 2026, and what comes in 2028?
A text that cites Law 26/1990, or tells the reader to pay at an ONRC counter, predates the changes below. The timeline sets the dated changes in order, from the 2022 register law to the EU certificate of 2028.

Frequently asked questions about the Romanian company register
Do I have to pay for a Romanian company search?
Not for the basic record. Under art. 12(1) of Law 265/2022 (2022 text), a company's name, legal form, seat, J number, EUID, CUI, status and legal representatives are free. A certificat constatator and copies of filed documents are paid, on request and at the applicant's expense, under a tariff set by Minister of Justice order and capped at administrative cost.
Why can I not find a price for the certificat constatator?
Because the law sets a rule rather than an amount. Art. 11(7) of Law 265/2022 (2022 text) leaves the tariff to an order of the Minister of Justice and caps it at the administrative cost of issuing the information. Public authorities and accredited diplomatic missions pay nothing (art. 11(8)), and journalists receive point information free (art. 11(10)).
Can I still pay at an ONRC counter?
No. From 15 October 2026 the cash desks of ONRC and of the trade register offices attached to the tribunals (ORCT) stop operating, according to an ONRC announcement reported by CECCAR. Which channels replace them is not confirmed in that report, so this guide names none; ONRC's own notices are the place to look before ordering a certificate.
The register shows the company as active: is that enough?
The status reflects what has been filed. Changes are filed within 15 days of the act (art. 43(1) Law 265/2022, 2022 text) and bind third parties from registration (art. 46(1)). Tax standing sits on ANAF's inactive register and arrears list, which shows only totals above 100,000 lei for ordinary companies; the tax certificate needs the company's express and unequivocal consent.
Is the Romanian company register public?
Yes. Art. 11(1) of Law 265/2022 states that the trade register is public, and art. 6(1) has ONRC, the National Trade Register Office, keep it in an IT system (2022 text). The law was published in Monitorul Oficial no. 750 of 26 July 2022. Since 2024 the 43 databases of the 42 county offices and ONRC form one national database.
What can I see for free?
The fields of art. 12(1) Law 265/2022 (2022 text): name and legal form, registered office, J number, EUID and CUI, status, and the legal representatives with how they act. They are free on ONRC's website, its online portal and BRIS. The object of activity is free through BRIS only to the authorities of other member states (art. 12(3)).
What is a certificat constatator and how do I order one?
ONRC's certificate of the data registered about a company, issued on request at the applicant's expense (art. 11(1) Law 265/2022, 2022 text). The request goes in at the office, by post or courier, or electronically, with an identity document copy unless it carries a qualified electronic signature. It is issued electronically with a qualified signature or seal, or on paper.
Can I search the register from outside Romania?
Yes, through BRIS on the European e-Justice portal, the EU access point to the interconnected registers (art. 9(2) Law 265/2022, 2022 text). Select at least one country and search by company name or registration number; documents with a fee are paid online, for example by credit or debit card. An EU Company Certificate follows from 31 July 2028.
Which numbers identify a Romanian company?
Three, all printed on the registration certificate: the J number, allocated nationally from 1 each year (art. 7(2) Law 265/2022, 2022 text), the CUI and the EUID. Every invoice states the name, legal form, seat, J number and CUI (art. 74(1) Law 31/1990). A VAT-registered company's VAT code is its fiscal code with the prefix RO (art. 318(1) Fiscal Code).
What do the statuses mean?
Status is the company's legal state as the register records it. Art. 3(1)(i) Law 265/2022 (2022 text) lists in operation, dissolved, in reorganisation, in liquidation, insolvent, bankrupt, temporary interruption of activity and struck off. Temporary inactivity registered at the trade register is also a ground on which ANAF declares a company fiscally inactive (art. 92(1)(d) Fiscal Procedure Code).
Does the register show who runs the company, and what personal data?
Yes. The legal representatives, and whether they act jointly or separately, are a free field (art. 12(1)(f) Law 265/2022, 2022 text). For each person the register shows name, date and place of birth, citizenship and state of residence (art. 13(1)). A new company's Official Journal extract adds the country, town and county of its founders and administrators.
How do I check a company's tax standing?
Through lookups outside the trade register: ANAF's inactive register, VAT register and arrears list (totals above 100,000 lei for ordinary companies), and the Ministry of Finance lookup with six years of balance sheets. The tax certificate goes to the company, its shareholders, the seller or buyer on a share transfer, and a third party only with the company's consent.
Where are dissolutions and strike-offs announced?
In the electronic Trade Register Bulletin, where every registrar decision is published free within at most 3 working days (art. 15(3)-(4) Law 265/2022, 2022 text). Ex officio dissolution lists are posted there at least 15 calendar days ahead (art. 237^2(2) Law 31/1990). Since 18 December 2025, inactivity-dissolution lists also appear on ONRC and ANAF web pages.
Can I download the whole register?
Yes, in snapshots. ONRC publishes the register as open data on data.gov.ro. The latest snapshot seen for this guide is dated 9 January 2026, updated on 12 January 2026, in six CSV files covering companies, status, authorised CAEN codes, legal representatives, family-business representatives and branches in other member states.
